In the US I believe that ones has to do citizens test to become a citizen e.g. know the national anthem, history etc.
I believe that part of the selection process for those that stand for political candidacy should be a society test. One that is designed to ensure that they know the people. From the poor to the rich that must pass some very simple tests.
For example:
1. What is the percentage of those living under the poverty line?
2. How many disabled people are there in the UK?
3. What is the top 3 industries in the South West?
4. How many people commit a crime each year?
Etc, etc.
The purpose of this is show whether they understand their country or locality and that they comprehend the nations state of health and future before they start.

I think becoming a citizen you are also becoming of part of a different culture and you have to appreciate the culture you are accepting. But I think culture tests would be difficult to make fair, and the answers correct. In addition, US holds the democratic approach to everything: personalised testing would limit the citizenship possibilities...
